Bill Hartman addressed this question from the perspective of shoulder protraction/retraction needing to be a 1:1 ratio (rather than specific lifts needing to be measured equally). Read his comments in these two threads:

I would love to hear what Bill might say about vertical push/pull. I have never seen a client with a pull-up and push press that were equal in volume. The lifts are just not comparable imo.
