My understanding was that the calves are part of the chain that fire in some of the bigger lower body lifts. In order to maximize potential and not constrain strength or hypertrophy gains in those areas then they should be given attention.
My guess is that Chad didn't think there was enough work to not focus on these specifically. Hopefully, he'll chime in on the subject. Something along these lines might also be useful to post in the main training forum.
