There are other factors to consider as well. Did you have children? I have two kids and I was on a very healthy diet, I did Tae Bo and Pilates and still wasn't able to lose my tummy. I visited my doctor and asked what I was doing wrong. He took a look and determined the only way to lose my tummy was surgery. I tightened my abs up through exercise, but because of the muscle laxity in my abdominal wall from having children, there was no way to get a flat tummy. So if exercise isn't doing it for you, ask your doctor. If you had children it may be why you can't tighten and tone that area.
